The Mid-Atlantic Regional Collaborative (MARC) is a cross-regional coalition committed to preserving the economic vitality of the District of Columbia, Maryland, and Virginia during Base Realignment and Closure (BRAC) activities initiated by the United States Department of Defense in 2005.

From previous initiatives, the U.S. has learned that the impacts of BRAC—similar to other initiatives that affect the economy and workforce—are not confined to jurisdictional boundaries and are best handled when local jurisdictions join forces to prepare

and respond as a region. Therefore, on behalf of the mid-Atlantic region, MARC seeks to provide the oversight necessary to ensure that programs and services are best positioned to meet the needs of the region’s workforce and economy.


From presenting a strong, unified voice for the region in government to funding regional workforce studies to supporting collaboration among the region’s higher education community, MARC transcends jurisdictional divides to make more possible. MARC is a leader. It is the first collaborative in the mid-Atlantic focused on building a globally competitive regional talent development system to drive and fuel regional prosperity.


The United States Department of Labor’s Employment and Training Administration created MARC in July 2007 through a $10 million regional investment of National Emergency Grants (NEG) with the intention that this investment would last until June 30, 2009.
